About the role

Location: New York City, NY or Boston, MA (flexible hybrid)
Reports to: SVP, Finance and Operations
Counsel Health is seeking a founding Director of People & Operations to build human resources and internal operational infrastructure from 0 to 1. This role will design long-term people strategy and manage operational details like clinician licensing and 1099 onboarding. You will be the primary architect of corporate culture, compliance frameworks, and clinician-facing operations to ensure robust internal systems as the company scales.

What you'll do

  • Own and run core People Operations activities, including payroll processing and HRIS management.
  • Serve as a first-line point of contact for employees, handling complex situations with professionalism, empathy, and discretion.
  • Build, document, and continuously improve People processes to ensure consistency, compliance, and a great employee experience as the company scales.
  • Partner with team leadership to design and execute people programs, including performance processes, manager enablement, and employee experience initiatives.
  • Ensure compliance with employment laws and internal policies; establish HR policies, handbooks, and compliance protocols for a distributed, multi-state workforce.
  • Collaborate cross-functionally with Finance, Legal, and leaders across the company on people-related initiatives.
  • Partner with Clinician Ops and Talent Leadership to ensure a seamless transition from candidate to employee and optimized onboarding.
  • Audit workflows to identify gaps and implement systems to address them.

What you'll bring

  • 8-10+ years in HR/People Operations, with a proven track record of building departments from scratch in a startup environment.
  • Experience with “0 to 1” growth and comfort thriving in ambiguity; experience scaling a company from ~20 to 150+ employees/clinicians is preferred.
  • Exceptional communication skills with professionalism and empathy for internal and external facing responsibilities.
  • Extremely detail-oriented with an understanding of licensing and compliance and a strong focus on accuracy and follow-through.
  • Comfort using AI-powered tools and modern HR technology (ideally Rippling) to improve efficiency and workflows.

Bonus points for

  • Familiarity with health-tech, clinician contracting (1099 vs. W2), and the regulatory landscape of digital health.
