The Connecticut Department of Correction (DOC) is hiring a Regional Chief Operating Officer (RCOO) for the Corrigan Correctional Center in Montville.

Position Details
The RCOO manages the overall operations of the health services program for multiple correctional facilities. This is a full-time, 40 hour per week (80 hours biweekly) position, primarily offered on a first-shift schedule. The position is based at our Central Office, located in Wethersfield, CT and will be assigned to manage designated facilities by the Chief Operating Officer, and requires frequent travel between facilities and to other locations to collaborate with teammates.
Responsibilities
- Ensuring adequate resourcing across all clinical and administrative functions, including nursing, mental health, physicians, dentistry, medical records, etc. to ensure provision of a community standard of care for patients;
- Collaborating with clinical leadership to develop systems and processes that will improve health care outcomes for patients;
- Utilizing data to identify opportunities to drive process improvements;
- Implementing and ensuring consistent evidence-based processes are in place and effective across all facilities and continuously focus on building team cohesion and capability.

- Meet Minimum Qualifications: A Bachelor's degree in business administration, public administration, healthcare administration or related field and 4 years of experience managing programs and operations of behavioral health or healthcare services. Experience in correctional healthcare preferred.

Purpose of Job Class
Responsible for directing planning, implementation, management and evaluation of overall health services for assigned correctional facilities.
Examples of Duties
- Direct multidisciplinary staff and operations for assigned facilities.
- Coordinate daily delivery of all health services including medical, mental health, dental and support services to inmates.
- Lead health services team to attain facility and agency goals.
- Develop, implement, evaluate policies ensuring conformance with standards and laws.
- Formulate site-specific policies and procedures.
- Provide performance feedback and enforce discipline.
- Maintain liaison with individuals impacting health services activities.
- Oversee facility staffing and resource allocation.
- Monitor region activities for compliance with laws, policies and directives.
- Coordinate hiring, retention, training, promotion with human resources.
- Lead quality improvement and assurance processes.
- Ensure data collection, tracking and reporting for QI/QA initiatives.
- Monitor monthly program utilization data and develop corrective action plans.
- Manage operations within budget guidelines.
- Lead recruitment and hiring processes.
Knowledge, Skill and Ability
- Considerable knowledge of management principles, relevant laws, agency policies, healthcare quality improvement.
- Ability to analyze data, work collaboratively in matrix environment, and set priorities to meet diverse client needs.
- Strong interpersonal and communication skills.
Minimum Qualifications
- Bachelor’s degree in business administration, public administration, healthcare administration or related field.
- Four years professional experience managing behavioral health or healthcare programs.
- Three years supervisory or project management experience.
- Experience in correctional healthcare preferred.
Preferred Qualifications
- Experience in correctional settings or with underserved populations.
- Operations management including budgets and productivity improvement.
- Experience with continuous improvement systems in health services.
- Managerial experience leading teams of 30-50 employees.
- Supervisory experience across multiple locations.
Special Requirements
- Valid Motor Vehicle Operator’s license may be required.
- Travel may be required.
