Duties
As a Supervisory Meteorologist and Chief of the Science Branch you will provide leadership, management, aviation, and meteorological expertise to the Aircraft Operations Center (AOC). Duties include technical and administrative supervision and management of personnel and fiscal resources; resource planning and report preparation; making decisions on work problems while coordinating with other department supervisors; and performing flight duties as a NOAA Air Crewmember during convective systems.
Specific duties include:
- Oversee meteorological support, data processing, and scientific analysis for AOC programs and projects.
- Acquire, process, store, and make available a wide variety of meteorological data to develop and test techniques to improve operational weather forecasting services.
- Manage, operate, maintain and upgrade meteorological sensors, computers, networks, and associated software; identify and track issues related to data assimilation, quality control, and archiving.
- Provide supervisory support: evaluate and develop performance, instruct employees on work and administrative matters, interview and select candidates, and determine training needs.
Conditions of Employment and Physical Requirements
This position requires performing duties of a NOAA Air Crewmember during convective systems and mission flights and is subject to drug testing (pre-employment and random). The incumbent must meet and maintain AOC Air Crewmember medical requirements equivalent to the FAA 3rd Class Medical Certificate. This position has physical requirements: must be able to bend, stoop, and lift up to 40 pounds.
Requirements and Qualifications
The position is filled under the DOC Alternative Personnel System (CAPS). The ZP-4 is equivalent to GS-13/14. Key requirements: U.S. citizenship; suitability for Federal employment as determined by background investigation; registration for Selective Service if applicable; and meeting qualification requirements by the announcement closing date.
Basic requirements for the 1340 meteorologist series include:
- Education: Degree in Meteorology, Atmospheric Science, or related natural science with specified coursework (at least 24 semester hours in meteorology/atmospheric science with required courses; 6 semester hours of physics with a lab; 3 semester hours of ordinary differential equations; and at least nine semester hours in related physical science coursework).
- Or a combination of education and experience as described in the announcement.
Specialized experience for ZP-4/GS-13 level: one year (52 weeks) of specialized experience equivalent to ZP-3/GS-12 that includes performing quality control or data analysis for meteorological products and services; participating in development or enhancement of meteorological sensors, computer systems, or software; and planning, evaluating, or leading projects or teams.
Substitution of education for specialized experience is not applicable to this vacancy. College transcripts must be submitted to verify education; foreign education must be documented as equivalent to U.S. standards.

Additional considerations: a one-year probationary period and possibly a one-year supervisory probationary period may be required. Payment of relocation expenses (PCS) is not authorized; relocation or recruitment incentives may be authorized for current federal employees in limited circumstances. This position requires a Moderate Risk Security Clearance and background investigation. Failure to pass required checks or a positive drug test will prevent appointment.
Salary for the selectee may be set anywhere within the pay band except for reserved intervals 4 and 5 for supervisory performance or current supervisors already paid in those intervals.
