Summary
The Supervisory Meteorologist serves as the Chief of the Science Branch at the AOC, providing leadership, management, aviation, and meteorological expertise. The role includes technical and administrative supervision of personnel and fiscal resources, resource planning, reporting, and decision-making on operational issues. The incumbent performs flight duties as a NOAA Air Crewmember during convective systems.
Duties
Key duties include:
- Provide leadership and management of the Science Branch, including supervision of staff, fiscal management, resource planning, and reporting.
- Oversee meteorological support, data processing, and scientific analysis for AOC programs; acquire, process, store, and make available meteorological data for operational forecasting and research.
- Manage, operate, maintain, and upgrade meteorological sensors, computers, networks, and software; identify and track data assimilation, quality control, and archiving issues.
- Provide supervisory support services: evaluate and develop staff performance, provide instruction on work and administrative matters, interview and select candidates, and determine training needs.
- Perform NOAA Air Crewmember flight duties during convective systems and mission flights as required.
Conditions of Employment
This position is subject to medical, security, and drug testing requirements. The incumbent must meet and maintain AOC Air Crewmember medical requirements (equivalent to FAA 3rd Class Medical Certificate) and is subject to pre-employment and random drug testing. A Moderate Risk Security Clearance and background investigation are required.
Physical Requirement
The position has physical requirements: must be able to bend, stoop, and lift up to 40 pounds.
Requirements and Qualifications
Key requirements include U.S. citizenship, suitability for federal employment (background investigation), selective service registration if applicable, and meeting qualification requirements by the announcement closing date. The position is filled under the DOC Alternative Personnel System (CAPS) at ZP-4 (equivalent to GS-13/14).
Basic and specialized qualification requirements follow OPM standards for the 1340 meteorological series and include education and experience components as described below.
- BASIC EDUCATION: Degree in Meteorology, Atmospheric Science, or related natural science with specified coursework (at least 24 semester hours in meteorology/atmospheric science including atmospheric dynamics and thermodynamics, synoptic/mesoscale analysis, physical meteorology, remote sensing/instrumentation; 6 semester hours of physics including lab; 3 semester hours of ordinary differential equations; and at least 9 semester hours of related physical science coursework).
- OR: Combination of education and experience meeting the coursework requirements.
- SPECIALIZED EXPERIENCE (to qualify at ZP-4/GS-13 level): One full year (52 weeks) of specialized experience equivalent to ZP-3/GS-12 that includes performing quality control or data analysis for meteorological products, participating in development/enhancement of meteorological sensors or software, and planning, evaluating, or leading projects or teams.
